fa عملکرد هیأت نظارت طرح نظام نوین اداره امور بیمارستان ها در مراکز آموزشی درمانی منتخب شهر اصفهان: یک مطالعه کیفی بهداشت عمومی Public Health پژوهشي Research <p dir="RTL"><strong>زمینه و هدف:</strong> در سال 1374 دستورالعمل اداره نظام نوین امور بیمارستان ها (کارانه) ابلاغ گردید<span dir="LTR">.</span> مطابق این طرح درصدی از درآمدهای اختصاصی بیمارستان تحت عنوان کارانه به کارکنان آن اختصاص می یابد و پس از کسر دیگر هزینه ها، الباقی مبلغ برای خودگردانی در اختیار بیمارستان قرار می&shy;گیرد. بر اساس این طرح&nbsp; هیأت نظارت شامل دو قسمت اصلی هیأت نظارت عالی و هیأت نظارت مراکز (بیمارستان&shy;ها) می باشد. بنابراین هدف اصلی این پژوهش بررسی عملکرد هیأت نظارت طرح نظام نوین اداره امور بیمارستان ها در مراکز آموزشی درمانی منتخب شهر اصفهان در سال1393 می باشد.</p> <p dir="RTL"><strong>روش کار:</strong> روش تحقیق به شیوه کیفی می باشد. از مصاحبه نیمه ساختار یافته برای گردآوری داده ها استفاده شد. نمونه گیری به روش هدفمند انجام شد و تعداد 11 نفر مورد مصاحبه قرار گرفتند. از روش تجزیه و تحلیل موضوعی برای تحلیل داده ها استفاده گردید.</p> <p dir="RTL"><strong>نتایج:</strong> در این پژوهش، براساس تحلیل موضوعی انجام شده، درون مایه اصلی ضعف در عوامل ساختاری و زیربنایی (تدوین برنامه) و ضعف در عوامل ساختاری و زیربنایی (مرحله اجرا) هیأت نظارت طرح نظام نوین اداره امور بیمارستان ها استخراج شد.</p> <p dir="RTL"><strong>نتیجه گیری:</strong> بارزترین یافته های این پژوهش شامل نقاط ضعفی در عوامل ساختاری و زیربنایی (در تدوین برنامه) و ضعف عوامل ساختاری و زیربنایی (در اجرای برنامه) بود. این یافته ها به سیاست گذاران بخش سلامت کمک می کند تا بتوانند با در نظر گرفتن نقاط ضعف، راهبردهای مناسبی در جهت کاهش آنها&nbsp; در طرح کارانه جدید طراحی نمایند.</p> <p><strong>Background and Aim:</strong> &nbsp;In 1995 the new plan (system) of hospital administration plan/scheme (fee for service) was communicated. According to this plan a proportion (percentage) of the hospital income would be allocated to the hospital staff as a fee for service; the remaining would, after deducting other expenditures, be allocated for the autonomy of the hospital. Based on the plan/scheme, the Supervisory Board will consist of two main committees, namely, the High Supervisory Board and the Supervisory Board for the Centers (hospitals). The main objective of this study was to evaluate the performance of the Supervisory Board in the new system of hospital administration plan in selected teaching hospitals of Esfahan, Iran in 2014.</p> <p><strong>Materials and Methods</strong>: This was a qualitative research. Eleven individuals were selected by targeted sampling and interviewed using semi-structured interviews. The thematic analysis method was used to analyze the data.</p> <p><strong>Result</strong>: Based on the thematic analysis results, the main source of weakness in the underlying and structural factors (developing programs and the implementation phase) was the Hospital Administration Supervisory Board in the new system<span dir="RTL">.</span></p> <p><strong>Conclusion</strong>: It can be concluded that the most notable findings in this study are weaknesses in the underlying and structural factors (developing the program) and weak underlying and structural factors (implementation of the program).
